The overarching objective is to ensure utmost public interest. A wise man changes his mind sometimes, a fool never. Where there are compelling reasons to reverse, these are done in conformity with due process, rule of law and constitution. I sincerely beleive that it will be in our interest to allow some foreign entities to invest in 1 or 2 refineries because of the capital outlay and intensive nature, although with strict and sensible guidlines.
